NJ-CRC Revokes Cannabis Licenses of Mollitiam, Reviews Curaleaf, Other Issues

The NJ Cannabis Regulatory Commission (NJ-CRC) revoked the licenses of the shady grower and manufacturer Mollitiam, and reviewed problems with Curaleaf, among other issues.

Mollitiam License Problems

Laufer noted former Chief Counsel David Tuason is now the Compliance and Investigations Office Director.

Tuason explained19 different laws and regulations were broken by Mollitiam by growing cannabis outside at an unauthorized grow site and transporting unpacked marijuana.

“I want to commend the Office of Compliance and Investigation on a job well done, “Acting Executive Director Christopher Riggs said. “We know this entity deceived everyone along the way and was a really bad actor.”

He noted they value the safety of NJ cannabis products very highly.

“By initially conducting unlicensed cult activity and introducing unapproved cannabis into the regulated supply chain, Mollitiam demonstrated a disregard for regulatory requirements and undermined the trust essential to this State’s cannabis program,” Riggs argued.

He said they threatened the integrity of the NJ cannabis market.

So “staff is recommending the revocation of Mollitiam’s cultivation and manufacturing licenses at this time. They cannot no longer be in this market,” Riggs exclaimed.

“I move uh to revoke all applicable licenses to Mollitiam…,” NJ-CRC Chair Harris Laufer declared.

“This certainly isn’t what anyone else wants to see at the CRC so this is unfortunate,” Vice Chair Jackie Ferraro said. “Other operators that are well-intended and looking to do the right thing.”

“Could not agree with Vice Chair Ferraro any more,” Laufer said.

They passed it 4-0-1 with Commissioner Amelia Mapp recused.

Mollitiam first had its licenses suspended in February 2026 after all their flower and many of the products that used their oil were pulled from NJ cannabis dispensary shelves ealrier that month.

Curaleaf License Extension Approved Again While Lawsuit Remains Ongoing

Riggs said the large Multi-State Operator (MSO) Curaleaf has 12 cannabis licenses in the NJ cannabis market.

He noted their annual renewal expiration date is August 1st. Given the ongoing litigation of a lawsuit, an administrative extension is recommended by staff.

Laufer set the expiration date of Halloween October 31st for the extension on CR’s recommended.

The NJ-CRC passed it 5-0.

The NJ-CRC also fined Curaleaf $12,500 for improperly dealing with expired cannabis issues.

Curaleaf OKed to Use Cannabis From Pre-Rolls with Chromium Chemical

The new NJ-CRC Chief Counsel Aruna Mohankumar said they want to use cannabis from pre-roll packages affected with the possibly toxic chemical Chromium and use it in new pre-rolls.

“I will move to approve this on the condition they retest…,” Laufer said.

The NJ-CRC passed it 5-0 with no discussion.

Curaleaf Denied Ability to Use THC from Expired Plants

Mohankumar explained they also want to extract THC from expired cannabis plants and retest it to use it in a product they want to sell to the public.

“Considering the cannabis is already expired, um I move to deny this waiver request,” Laufer said.

The NJ-CRC passed it 5-0 with no further discussion.

New Cannabis Roundtables

Laufer explained there are new committees run by Commissioner Krista Nash and Mapp like a new Business Roundtable.

“Changing the rule package in the State of New Jersey is a cumbersome process,” he explained. “So we wanted to make sure we’re very deliberate and … we’re very intentional in the choices that we’re making.”

“Expect some stuff coming out this as soon as this fall,” Laufer said. It’s going to encompass every layer of this industry…”

Laufer explained he’s working Mapp and the “ODI, the Office of Diversity and Inclusion uh on a similar roundtable as it pertains to social equity and social justice.”

“We want to make sure as the agency turns into a light as moves more toward enforcement and less toward licensing that we don’t lose one of the two pillars that hold us … of safety and equity,” he explained.

“We’re going to strive to out in the community more. We’re going to want to see businesses,” Laufer said. “If you want us to come visit, I’m sure you can get one of us to do so.”

“We want to make sure we’re witnessing the industry in action…,” he declared. “I look forward to hearing from everybody”

“Listen to your compliance officer,” Laufer added. “We have a suite of violations coming up today and some coming down the (turn) pike. And a lot of them could be avoided.”

NJ Cannabis License Ownership Changes

Riggs noted several companies wanted to make ownership changes they must first approve:

  1. Conservatory Cannabis Company LLC
  2. Phasal LLC
  3. Sriven Labs LLC
  4. Theory Wellness of NJ LLC

The NJ-CRC passed it 4-0-1, with the new Commissioner Sean Kennedy abstaining.

Laufer noted Kennedy joined the NJ-CRC “very recently” and did not feel familiar enough with the issue to vote.

“I assure you he’s being… brought back up to speed quickly,” he said.

Business Conversion Winner

Riggs noted a micro business wanted to become a larger standard cannabis business.

  • Hackettstown Dispensary LLC – Convert from microbusiness to standard cannabis business

The NJ-CRC passed it 4-0-1 with Kennedy abstaining.

NJ Cannabis Conversion License Winners

Riggs noted that a few companies wanted to convert from a conditional license to the annual NJ cannabis license needed to operate legally.

  2. Veterans for Alternative Medicine South Jersey Cultivator Standard
  3. Gaslight Dispensary Retailer Microbusiness
  4. Bevrly Delivery Microbusiness 
  5. Tonys Transport and Logistics Wholesaler Standard
  6. Tonys Transport and Logistics Distributor Standard

The NJ-CRC approved it 4-0-1 with Kennedy abstaining.

NJ Annual Cannabis License Winners

An annual NJ cannabis license is what a business needs to legally get into the plant-touching cannabis industry. Riggs said there were two winners:

  1. Big Green Farm, LLC Cultivator Standard
  2. The Green Store, LLC Retailer Standard

The NJ-CRC approved it 4-0-1 with Kennedy abstaining.

Expanded Alternative Treatment License Winner

The medical cannabis Alternative Treatment License (ATC) license holder Restore NJ wanted to be able to sell adult-use cannabis as well.

The NJ-CRC approved it 4-0-1 with Kennedy abstaining.

NJ Leaf Dispensary Chain Expansion

Monmouth Wellness and Healing LLC dba NJ Leaf Retailer Standard wanted a new location in Jamesburg in Middlesex County.

They already have medical locations in Freehold, Keansburg, Aberdeen in Monmouth County in Central Jersey and nearby North Brunswick in Middlesex County. All except Keansburg are both medical and adult-use, while Keansburg is only adult-use sales.

The NJ-CRC approved it 4-0-1 with Kennedy abstaining.

Cannalytics Settlement

Laufer noted there was a settlement with the Cannalytics cannabis testing labs and their notice of violation.

He did not specify the details.

In February 2026, the NJ-CRC nearly suspended the license of Cannalytics for crossing state lines with cannabis products since that is federally illegal.

The NJ-CRC approved it 5-0.

Public Comment Period Remarks

During the public comment period, NJ Cannabis Chamber of Commerce Chair and Co-Founder Brendon Robinson advocated for a 12-month instead of a 6-month expiration date on cannabis. He said it causes problems for many cannabis business owners.

Laufer said the points were “well taken.”

Leading cannabis patient advocate Andrea Raible praised them for shutting down Mollitiam during the public comment period. She also said small fines are part of the cost of doing business for large companies.
