The Upper Township Committee in Cape May County approved Bayside Supply Company to be the sole cannabis dispensary in their Jersey Shore town.
There are few legal cannabis dispensaries open along the mostly conservative towns of the Jersey Shore.

When asked about the difficulty of awarding the sole town cannabis dispensary license, Committeeman Tyler C. Casaccio stated, “All three applications had very positive things…We ended up choosing based on the oral presentation and they really just blew us away.”
Bayside Supply Company to Open Dispensary in Upper Township
The resolution approving Bayside Supply Company to operate a legal New Jersey cannabis dispensary passed 4-0-1 with 4 in favor and one abstaining.
This dispensary will share a building with Boulevard Super Liquors at 501 Roosevelt Blvd in Marmora in Upper Township.
The owner of Boulevard Super Liquors, Dave Beyel, will be opening Bayside Supply Company LLC.
Boulevard Super Liquors is a fourth generation family business which opened in 1938. It moved to its current 501 Roosevelt Blvd. location after the construction of the Garden State Parkway began in 1953.
Alongside Boulevard Super Liquors will be cannabis sales on one side of the building. So technically it is disconnected from the alcohol sales. These companies will be able to legally operate under the same roof. As long as there are two separate entrances for the liquor store and the dispensary.
Bayside Supply Company LLC plans to open in Summer 2027.
According to 97.3 ESPN, additional applicants for the Upper Township dispensary were Northeast Alternatives NJ LLC which partnered with local business owner Tim Tower, at 205 Roosevelt Bvld. and Roosevelt Botanicals LLC, led by Timothy Fox, at 301 Roosevelt Bvld.
Licensed NJ cannabis companies must have a local partner with at least 5 percent ownership of stock to open legally. Northeast Alternatives is from Massachusetts and already has a dispensary in Hamilton Township in Mercer County near Trenton.
Upper Township Cannabis Background
Upper Township adult-use cannabis dispensary applicants paid a $10,000 application fee. Half, or $5,000, was a non-refundable administrative fee. The other $5,000 was a refundable deposit to those who were not selected.
Bayside Supply Company will also need to pay $7,500 for a Cannabis Dispensary Retail License in town.
The cannabis sales tax for Upper Township will be 2% of gross revenue cannabis sales from one cannabis company to another cannabis and 2% of receipts from the sale of cannabis and/or cannabis-related items by a cannabis dispensary to customers 21 or older.
The township will be dividing the 2% tax revenue as follows:
- Reserve Fund for Beach Replenishment (33.33%)
- General Fund (33.34%)
- Recreation Trust Fund from Donations (33.33%)
In February 2026 the Upper Township Committee adopted Ordinance No. 001-2026, stating “upon consideration of the overwhelming number of New Jersey voters…who voted to approve Public Question No. 1 on November 3, 2020, the Township Committee of the Township of Upper finds it appropriate to exclusively permit one (1) Class 5 Cannabis Retail License to operate within the boundaries of the Township of Upper and further finds it necessary to amend Chapter 20 of the Municipal Code…”
Although more than 65% of people voted in favor of the New Jersey cannabis legalization referendum in 2020, few Cape May County towns allow cannabis dispensaries. Only three are currently operating.
